We are currently witnessing renewed attempts to open a debate on alternatives to the current drug control policies in Latin America. The failure of present drug control policies and the disproportionate social, economic, and political costs have led academics, advocates, and officials to search for approaches that promise to be both more humane and more effective.

Last December, 11 member governments of the Tuxtla Mechanism, issued a declaration that suggested regulated drug markets if the major consuming countries prove unable to reduce their demand. Several Presidents are urging regional and international discussion of alternatives, including drug legalization.

In this lunch session, organised by the Washington Office on Latin America (WOLA) and the Transnational Institute (TNI), Latin American experts will present new research on the lack of proportionality in drug laws across the region and government representatives will address efforts underway to reform drug laws and drug policies more broadly.
