As BC works to create a thriving legal cannabis industry alongside what is arguably one of the most robust illicit cannabis industries on the planet, the appeal of staying in the black market is strong. Even as many former black market growers and retailers do successfully make the transition to the legal industry, many others continue operating as they have for years.
